Hong Kong/Iceland is a common pairing between the characters Hong Kong and Iceland. It is also known as HongIce. In the Japanese fandom, sometimes High School Boys is used, due to them both being teenagers(despite the fact that there are numerous other teenage boys in the series). The pairing is also sometimes addressed as Hot n' Cold (The origin is still unclear, but it may be an interpretation of Iceland's hot and cold personality aka tsundere, Hong Kong's warmth and Iceland's coldness, or a Katy Perry song reference) or Rice n' Ice (Because both of them are respectively East Asian and Nordic).

Even with their lack of canon interactions so far, Hong Kong and Iceland appears to be close friends. They are seen talking in the Halloween 2011 Event, and in the Halloween 2013 Event both of them are joking and sharing stories together.

In the Halloween 2011 Event (later adapted into the Surprise Halloween! episode in Hetalia: The World Twinkle), Iceland joins the chain of countries who notices that something is amiss. He is seen standing with Hong Kong in the same panel, both wondering what is missing. After the sudden appearance of America later in the event, dressed as Batman with England as Robin at his side on the stage, Iceland finally notices that the "empty feeling" was England not ranting about various things. Hong Kong appears behind him and puts a hand on his shoulder, asking him about how he's feeling. This is likely a tease since Hong Kong is smiling and looks amused, and reminds him how he said it was lonely without England around, asking again how Iceland feels now that Hong Kong is talking to him.

The two teenagers are together far more often in the Halloween 2013 event. They are seen talking in the background in a panel at the beginning of the first page. Further down the page, Hong Kong suggests to the entire group that they tell the scary story inspirations behind their costumes, to which Iceland reacts by panickedly asking if he's stupid. On page 2, they are standing with Liechtenstein as Hungary worries if her story will be too scary for "the young ones", the three of them, to hear. They are seen again in page 3, seemingly sitting extremely close together on the couch, as both Hong Kong and Moldova egg Iceland on to tell his scary story.
Fan Speculations[]
Some fans of this pairing have describe Iceland as a tsundere, a character that acts cold and volatile towards the person they have affection for while being affected for them at the same time. The reason is because of Iceland's canonical personality of being quiet but having a hot side that is not shown often, due to him being embarrassed.
Fans interpret this pairing as a match between two characters who both feel isolated from their families and want to stop being treated as children. Many fanfictions featuring these two are usually set in an alternate universe where they both are in high school. Sometimes, they both have dysfunctional families and bond over it. They both are quite rebellious, and bond over that too. Other than that, they are paired because of their complementing personalities and contrasting aesthetics.
The pairing is very widely-known in the fanbase, though they don't have many historical relations in real life aside from some recent politics. Iceland at one point had an honorary consulate in Hong Kong (which also served as Iceland's consulate to Macau). Hong Kong and Iceland also have a Free-Trade agreement that was signed in 2012.
There is no canon explanation for how the two met yet, but a possible historical scenario could be that they met during World War II. In 1940, Iceland was invaded by England to protect it from German invasion. Iceland, the character, could have then come to stay at one of England's houses for the duration of the war, and could have met Hong Kong, as he was also living with England at the time.
